What is the Emergency Broadband Benefit (EBB) Program?

The Emergency Broadband Benefit Program is a Federal Communications Commission (FCC) program that provides a temporary discount on monthly internet bills for qualifying low-income households.

Palmerton Telephone Company is participating in this program and eligible households can receive up to a $50/month discount towards their High Speed DSL service (Accelerate 5.0 or Accelerate 10.0) and associated equipment rentals. Only one monthly service discount is allowed per household. Please note, Palmerton Telephone Company is not participating in the one-time discount towards the purchase of a laptop, tablet, or desktop computer.

Before you apply, it is important to understand that this is a temporary program.  It will end when the fund runs out of money, or six months after the Department of Health and Human Services declares an end to the COVID-19 health emergency, whichever is sooner.

 

Who is Eligible for the EBB Program?

Your household qualifies for the Emergency Broadband Benefit if it has an income at or below 135% of the federal poverty guidelines OR any member of the household:

  • Qualifies for Lifeline benefits through participation in SNAP, Medicaid, Supplemental Security Income, Federal Public Housing Assistance, or Veterans and Survivors Pension Benefit.
  • Participates in one of several Tribal specific programs: Bureau of Indian Affairs General Assistance, Tribal Head Start (only households meeting the relevant income qualifying standard), Tribal Temporary Assistance for Needy Families (Tribal TANF), or Food Distribution Program on Indian Reservations.
  • Experienced a substantial loss of income since February 29, 2020 with a total household income in 2020 at or below $99,000 for single filers and $198,000 for joint filers.
  • Received a federal Pell Grant in the current award year.
  • Received approval for benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision, in the 2019-2020 or 2020-2021 school year.
  • Meets the eligibility criteria for a participating provider’s existing low-income or COVID-19 program, and that provider received FCC approval for its eligibility verification process.

Only one monthly service discount is allowed per household. Program rules acknowledge there may be more than one eligible household residing at the same address.

Which Services are Included in the EBB Program?

Eligible households can receive up to a $50/month discount towards their Palmerton Telephone Company High Speed DSL service (Accelerate 5.0 or Accelerate 10.0) and associated equipment rentals. Customers will be responsible for additional equipment, taxes, fees, and/or overage charges and for any amount in excess of $50.

Receive Your Benefit

Please follow these three easy steps to apply for the Emergency Broadband Benefit Program.

Step 1: Confirm Eligibility

To confirm you are eligible to receive this benefit, you will first need to apply with USAC and receive confirmation that your application has been approved. This step must be completed on your own; Palmerton Telephone Company cannot do this step for you. Please go to getemergencybroadband.org to apply online.

After you submit an application, USAC will share the results with you. If you apply online, you may receive an immediate approval. If you apply via mail, there may be a delay receiving approval.

Step 2: Apply with Palmerton Telephone Company

After you receive your eligibility approval confirmation from USAC, our EBB team is here to help you complete the final steps of the application process! Simply fill out the form online, EBBP Signup, to submit your request. Please be sure to fill out all of the required fields and include valid contact information so there are no delays. Step 3: Sign Agreement

To complete the enrollment process, you will be required to sign an acknowledgement of the terms and conditions of this benefit. Within this agreement, you will be asked to confirm if you wish to continue receiving High Speed DSL service from Palmerton Telephone Company after the program ends. What happens after the EBB Program ends?

Before you apply, it is important to understand that the Emergency Broadband Benefit Program will end when the fund runs out of money or six months after the Department of Health and Human Services declares an end to the COVID-19 health emergency, whichever is sooner. Participating households will need to opt-in to continue receiving High Speed DSL service from their provider after the program ends. If a household chooses to continue receiving service after the end of the Emergency Broadband Benefit Program, it will be billed Palmerton Telephone Company’s general monthly rates.

Don’t worry. We will provide all EBB participants with advanced notice around the program end date and remind you which option you had selected at time of enrollment.
